Application Deadline: 3/19/2021 @ 11:59 pm PST Duties Include: Acting as Auditor-in-charge on large/complex audits assessing compliance with contracts, policies, procedures, federal and state laws and regulations Providing recommendations for and participating in the Quality Assurance and Improvement Program (QAIP) Conducting preliminary review and analysis of the audited entity to document processes with narratives and flowcharts, determine risks, assess controls using risk/control matrices Conducting interviews with pertinent persons Performing root cause analysis to identify issues and their impact on Covered California Participating in a comprehensive, continuous risk assessment of Covered California's processes and general internal control policies and procedures Desirable Qualifications: Experience in all phases (planning/executing/reporting/follow-up) of internal/management audits Knowledge of Governmental Auditing Standards (Yellow Book), Internal Auditing Standards (Red Book), and other appropriate standards Knowledge of State Administrative Regulations Organizational, analytical, and communication (verbal and written) skills Knowledge of accounting and business processes Minimum Qualifications - AMA: EITHER - PATTERN 1 1 year of experience in the California state service performing professional auditing or accounting duties of a class with a level of responsibility not less than that of Staff Services Management Auditor (Range C) or Governmental Auditor II OR - PATTERN 2 3 years of increasingly responsible professional auditing and accounting experience or management consultant experience which shall have involved preparation of reports and presentations of recommendations to management. (1 year of graduate work in accounting, business administration, public administration, or a related field may be substituted for the 6 months' experience) and; Equivalent to graduation from college, preferably with a major in accounting, business administration, public administration, or economics and with a minimum of 6-semester units of accounting.
