PERIOD OF PERFORMANCE: Two (2) years, with three (3) one-year options ELIGIBLE OFFERORS: U.S. Citizens SECURITY LEVEL REQUIRED: Ability to obtain and maintain a Secret up to Top Secret/Sensitive Compartmented Information level clearance as provided by USAID. OBJECTIVE: The United States Government (USG), represented by the U.S. Agency for International Development (USAID) Office of Field and Response Operations (FARO) is seeking offers from qualified U.S. citizens to provide personal service as a Urban Search and Rescue (USAR) and United Nations Disaster Assessment and Coordination (UNDAC) (U2) Field Coordinators under a United States Personal Services Contract (USPSC), as described in the solicitation. INTRODUCTION: The Operational Response and Capacity Building (ORCB) Team comprises the Disaster Manager for Operations (DMO) Cadre, Wildfire Response, and Urban Search and Rescue (USAR) and UN Disaster Assessment and Coordination (UNDAC) unit. Working together as a team, the ORCB supports the Field and Response Operation (FARO) office’s operational capacity to deliver lifesaving assistance during a response, and technical resources and training outside of response operations. In that USAR and UNDAC operate in unison, this unit is hereafter referred to as U2. The U2 supports BHA’s response readiness and coordination with USAR disaster response capabilities through cooperative agreements (CAs) to deploy USAR capabilities in support of a BHA response, as well as the institutional operational relationships with the UN’s USAR capacity and body of knowledge through the International Search and Rescue Advisory Group (INSARAG). Additionally, U2 staff are the primary personnel responsible for staffing the USAR Coordinator (USARC) role on the Disaster Assistance Response Teams (DARTs) or Response Management Teams (RMTs), and coordinating USAR actions on deployment. U2 staff also advise BHA colleagues and partners regarding issues of technical capacity development and projects and programs related to USAR. USAR disaster response capabilities are a critical part of BHA’s mission. To maintain this capability, BHA has CAs with two USAR teams: one from the Fairfax County Fire and Rescue Department, and the other from the Los Angeles County Fire Department. Using the CAs, the U2 coordinates training, preparedness, and additional staff details with the two USAR teams, better enabling cross-organizational communication and task achievement. The U2 is the primary point of contact with the UN’s Office for the Coordination of Humanitarian Affairs/ Response Support Branch, Emergency Response Section (OCHA/RSB-ERS) concerning the UNDAC and INSARAG systems. The U2 coordinates closely with BHA’s G3PC Office on institutional relationships with other UN agencies. The U2 is responsible for providing technical advice and expertise to the wider USAR community through a variety of events, including conferences, training exercises, and certification maintenance. Further, as the nature and geographic scope of USG response to disasters overseas has evolved in recent years, an increasing number of USG agencies have become involved in international disaster assistance. The U2 is responsible for interagency coordination when related to USAR issues, including maintaining a relationship with the Department of Homeland Security (DHS), which includes the Federal Emergency Management Agency (FEMA) and the International Assistance System (IAS). DUTIES AND RESPONSIBILITIES: The U2 Field Coordinator will support the following activities, focused on USAR administration and operations, and USAR coordination mechanisms employed by USAID, UNOCHA, and international regional organizations. He/she will be assisted with this portfolio by occasional additional part-time staff. ● Support BHA activities, coordination, and responsibilities related to the UNDAC and INSARAG systems and their undertakings. ● Provide support and maintain awareness of the roster for U.S. UNDAC team members. ● Provide technical guidance and response system management for activations of U.S. UNDAC team members. ● Provide support to the management of the BHA-funded Americas Support Team staff and equipment cache in support of and coordination with UNDAC deployments in the Americas region. ● Provide support and maintain awareness of the roster for U.S. USAR Coordination members. ● Provide support to the management of the BHA-funded DART Base Camp Module and equipment cache in support of and coordination with global DART deployments. When needed, serve as a liaison between BHA and other USG agencies involved with international USAR response for departments and agencies not already served by another BHA division, such as DHS or the FEMA Urban Search and Rescue Branch. ● When assigned, consult with other USG agencies on behalf of BHA to share information on USAR activities and capabilities, and to contribute to the establishment of coordinated agency priorities with respect to overseas disaster response. ● Facilitate USAR-related inter-agency preparedness and mitigation programs. ● Support USAR Program monitoring and evaluation activities. ● Support planning of internal and external training exercises related to USAR tactical field operations. ● Facilitate interoffice actions of USAR-related preparedness issues such as badging, security clearances, and Response Management System (RMS) selection processes. ● Become certified and serve as an Agreement Officer’s Representative/Contracting Officer’s Representative (AOR/COR), as assigned. The AOR/COR provides financial and programmatic oversight of all aspects of managing the agreement or contract; this includes but is not limited to reviewing invoices, requests for approvals, program/project deliverables (i.e. work plans, annual reports, month status reports), travel requests, key personnel requests, and financial/budget reports. They are responsible for drafting and submitting the annual contractor performance evaluation in Contract/Assistance Performance Assessment Review System (CPARS/APARS). They prepare and review contract/assistance modifications documentation and assist the Contracting/Agreement Officer to ensure performance is compliant with the terms and conditions of the contract/agreement, the FAR, and USAID policy. AOR/CORs are responsible for all related requirements set forth in the COR designation letter and the AOR designation letter. ● Support the AOR as the Alternate AOR, for the USAR cooperative agreements. ● Sign up for and serve as needed on Washington-based RMTs, which provide services and support to DARTs deployed in response to disasters. The duties on RMTs will vary. ● Serve as the BHA after-hours duty officer on a rotational basis for approximately one week every six months. ● As needed, serve on DARTs which may require immediate (within 24 hours) deployment overseas for an extended period of time. ● As needed, may serve on temporary detail within the office to meet operational needs during staff shortages, not to exceed six months. Duties performed while on a detail will be aligned with the Team’s existing duties and responsibilities and will be directly related to the scope of work provided. SUPERVISORY RELATIONSHIP: The USPSC will take direction from and report to the USAR and UNDAC Unit Leader or his/her designee. SUPERVISORY CONTROLS: Supervisor sets overall objectives and resources available; the USPSC consults with the supervisor to develop deadlines, projects, and work to be done. The USPSC is responsible for planning and carrying out assignments. The USPSC is responsible for planning approaches or methodology to be used in carrying out assignments.
